    Abstract:
    In the US, a number of proposals have been made in the past to replace the existing electoral college system in the presidential elections with some form of direct elections. There is however considerable uncertainty about how such a change would affect the political influence and campaign expenditures of different states. A model is presented to assess the change. Assumptions are made about how campaigning affects voter behaviour. Simulations of the model are presented for a hypothetical country. Experiments indicate that optimal allocations are sensitive to changes in campaign technology (in media exposure) and to variations in voter preferences. -P.Townroe
