    Kiert Toh is Senior Fellow at DCID and a senior executive with 25 years of experience in international development with the United States Agency for International Development (USAID), State Department. He held leadership and senior management positions as USAID Mission Director in Kenya (2001-2005) and Malawi (1997-2001), and attained the presidentially commissioned rank of Minister Counselor in the U.S. Senior Foreign Service. Since 2005, Toh has worked as international development consultant for USAID-supported programs and for the World Bank. In addition to his role as Senior Fellow at DCID, he serves as special purpose faculty at Radford University in Radford, Virginia.

    Bio/Profile

    Kiert Toh was a senior executive with 25 years of experience in international development with the United States Agency for International Development (USAID) and attained the commissioned rank of Minister Counselor in the U.S. Senior Foreign Service.  He started working for USAID as an economist in 1980. He subsequently held a series of leadership and senior management positions, including USAID Mission Director in Kenya (2001-2005) and Malawi (1997-2001). While based in Kenya, he served as External Examiner for the Department of Economics, University of Nairobi.  Toh has worked in Kenya, Malawi, Niger, Liberia, Uganda, Tanzania, Rwanda, Sudan, Jamaica, the Philippines, Thailand, and Pakistan.

    In addition to overall development administration, management of international development assistance, Toh’s areas of expertise and experience include macroeconomic analysis, strategic planning, program design, policy-based sector assistance, evaluation and assessment of policy issues, program impact, development effectiveness, development cooperation and partnership.

    Toh holds a Ph.D. in Economics from University of Maryland (College Park, 1980), a Master’s degree in National Security Strategy from the National Defense University (Washington, D.C. 1997), and a diploma in Senior Executive Leadership Training from the Federal Executive Institute, Charlottesville, Virginia.  He is fluent in Thai.
