Harmawan Rubino "Rubi" Sugana is an Associate in Research with the Public Finance Group of the Duke Center for International Development (DCID). Prior to joining DCID, he was a Project Associate with the Harvard Institute for International Development (HIID). Mr. Sugana has over 12 years of international experience providing technical assistance as a short- and long-term resident advisor for central and local governments in developing and transition countries in the area of tax administration reform, tax policy analysis and revenue forecasting, integrated financial management information system (IFMIS), and financial and economic evaluation of public expenditures. In addition, he has over five years of experience as a consultant for the world's largest commercial microbanking/microfinance institution, Bank Rakyat Indonesia.
Mr. Sugana has strong information technology systems development and change management experience, particularly in large revenue administrations and financial institutions. He has worked in over a dozen countries in Asia, Africa, Eastern Europe, Middle East, and America, including Bhutan, Ghana, Indonesia, India, Jordan, Kenya, Lithuania, Mexico, Nepal, Russia, and Tanzania.
Mr Sugana has been teaching in the Program on Tax Analysis and Revenue Forecasting both at Harvard and Duke Universities since 1995. He holds an M.A. in International Development Policy from Duke University, an MPA and International Tax Program Certificate from Harvard University, and BSc in Civil Engineering and Construction Management from Bandung Institute of Technology (ITB) in Indonesia.
