    In the Delphi technique, a series of futuristic questions dealing with a given subject area is submitted to a selected panel of 'experts' who return written answers. The replies are then collated and synthesized, and the predominant trend of the answers to the various questions is returned to the respondents. The expectation is that those who differ from the majority might, on further reflection, be persuaded to change their opinions. Sometimes, this process is repeated a third or even a fourth time. Thus, the final result, it is hoped, will amount to a consensual prophecy uttered by an authoritative group. At a Workshop entitled 'Forecasting Methods for Effective Planning' a two-round Delphi forecast was conducted among 24 health professionals and administrators.
