    Abstract:
    An overall strategy for energy independence must contain: (1) Effective measures for conservation, especially in electric generation (at present, three units of primary energy EM DASH coal, oil, gas EM DASH are consumed to generate and transmit one unit of electric energy); (2) expanded use of coal in an environmentally respectable manner; and for the long range (3) a forced draft effort to develop solar energy. The National Energy Plan concentrates on a three-year program of installation of solar equipment in federal buildings. But a much greater effort is needed to accelerate the development of photovoltaic systems, biomass, small wind systems, solar cooling, and other solar technologies if we are to prevent oil imports from reaching unacceptable levels.
