Richard Jaworski, who recently completed an assignment as Minister Counselor for Management Affairs at the U.S. Embassy in Baghdad, Iraq, is the newest Diplomat-in-Residence for the Southern Mid-Atlantic region, including North Carolina, South Carolina, and the southern 2/3 of Virginia, as of September 4, 2014. As the Diplomat-in-Residence for the 2014-2015 academic year, Mr. Jaworski will split his time between Duke University and UNC-Chapel Hill, and visit other institutions in the Triangle. He will disseminate information about career opportunities in the Foreign Service. As the principal management officer for the U.S. Mission in Iraq – the largest U.S. foreign mission in the world – Mr. Jaworski was responsible for a Department of State budget exceeding $400 million and a staff of over 3,000 U.S. Government and contractor employees under Chief of Mission authority. As a senior Foreign Service Officer, Mr. Jaworski had the honor to serve as Minister Counselor for Management for the U.S. Mission in Turkey (2010 to 2013) and Deputy Executive Director of the Bureaus of European and Eurasian Affairs and International Organizations Affairs (2008 to 2010). He served previously as Minister Counselor for Management at the U.S. Embassy in London (2005-2008) and Warsaw (2001-2005); Director of Operations for the Department of State’s Office of Foreign Missions (1997-1999); Senior General Services Officer in Tel Aviv (1994-1997); Director of the Helsinki Support Activity for U.S. Missions in the Soviet Union (1990-1994); and he held additional consular and administrative positions in Moscow, London and Washington, D.C. Before joining the Foreign Service he worked for several years with the Department of Defense and before that as a crisis intervention and foster care counselor for runaway teenagers in the Detroit area. Mr. Jaworski received a B.A. Degree in Philosophy from the University of Michigan and an M.S. Degree in National Strategic Planning and Resourcing from the National Defense University, Industrial College of the Armed Forces. He has studied Polish and Russian at the Department of State’s National Foreign Affairs Training Center. Mr. Jaworski’s wife, Linda, is an elementary school teacher who had the pleasure of teaching in a variety of schools overseas throughout their postings. After thirty years of teaching Linda accepted her first position with the U.S. Government to accompany Richard and work in the Regional Security Office at Embassy Baghdad. They have three adult children who thoroughly enjoyed traveling and growing up overseas. About the Diplomat-in-Residence Program: The Diplomat-in-Residence program is housed at Duke’s John Hope Franklin Center and administered by the Duke University Center for International Studies (DUCIS) since 2001. The U.S. Department of State assigns Senior Foreign Service Officers annually to the position of Diplomat-in-Residence (DIR) at a select number of colleges and universities throughout the United States. The DIR program is central to the effort to recruit the best and brightest to represent America’s rich diversity to the world, as part of the Foreign Service.
