Ambassador Patrick D. Duddy is a visiting senior lecturer in International Studies at Duke University, and is the former U.S. Department of State Diplomat in Residence at Duke.

Ambassador Duddy was one of the Department of State’s most senior Latin American specialists with exceptionally broad experience in trade, energy, public affairs and crisis management. Prior to serving as Diplomat in Residence, he served as the U.S. Ambassador to the Bolivarian Republic of Venezuela where he oversaw one of the most complex political, economic and public diplomacy portfolios in the Western Hemisphere. He was the chief architect of the U.S. strategy to promote American interests in Venezuela and acted to steward of one of the United States' most important energy relationships. He also served as the lead spokesman in a nationwide public diplomacy effort to preserve strong people to people ties between the two countries while directing a staff of nearly four hundred professionals representing ten U.S. government agencies.

Prior to his assignment to Venezuela, Ambassador Duddy served as Deputy Assistant Secretary (DAS) of State for the Western Hemisphere. In this capacity he was directly responsible for the Office of Economic Policy and Summit Coordination, which included the hemispheric energy portfolio, as well of the Offices of Brazil/ Southern Cone Affairs and of Caribbean Affairs. During his tenure as DAS, he played a lead role in coordinating U.S. support for the restoration of democracy in Haiti. This involved coordination with the Interim government of Haiti as well as with the United Nations and the international donor community. Later, he played a similar role in the efforts which led to a bio-fuels agreement between Brazil and the United States. At the same time, following the establishment of the position of National Director for Foreign Assistance, he served as the first Western Hemisphere DAS for foreign assistance.

As U.S. Consul General in Sao Paulo, Brazil, Duddy was the ranking American official in the world’s fourth largest city and directed one of the United States’ largest consulates general in the world. In San Paulo, Duddy served as the senior USG liaison to one of the most dynamic and sophisticated business communities in the world and as a board member of the American Chamber of Commerce, the largest American Chamber in the world outside the U.S. He also served as the Chargé d’Affaires at the U.S. Embassy in Brasilia.

Prior to his service in Brazil, Duddy served in a variety of senior positions around the hemisphere and in Washington. As the Deputy Chief of Mission at the U.S. Embassy in La Paz, Bolivia, he was chief operating officer of one of the largest U.S. embassies in South America with over 800 staff. As Counselor for Public Affairs at the U.S. Embassy in Panama, he was the senior official charged with telling the story of U.S. treaty compliance to the world in the period just prior to the transfer of the canal to the government of Panama. As chief of the United States Information Agency’s Operation Center, for three years he helped shape the USG’s initial public diplomacy response to virtually every international crisis. In Paraguay, Costa Rica, the Dominican Republic and Chile he was engaged primarily in the public affairs dimensions of democratization and trade liberalization.

Duddy has served as U.S. head of delegation to international conferences on counternarcotics, energy and assistance for Haiti. He has spoken to the a wide range of private sector groups, world affairs councils, NGOs and universities both in the United States and in Latin America. He has also taught at the National War College in Washington, D.C. and lectured at the Foreign Service Institute of the Department State. He has published op-ed columns on U.S. foreign and trade policy in both Spanish and Portuguese.

Educated at Colby College (BA), Northeastern University (MA) and the National War College (MS), he is married to Mary Huband Duddy. They have two children, Sarah and Robert.
