Professor of Political Science and of Law, specializes in public law, the judicial process, and the development of U.S. courts and law. He is the author of The Politics of Federal Administration, The Office of Chief Justice, and a chapter in An Uncertain Tradition: Constitutionalism, and the History of the South, and in The Early Republic and the Sea: Essays on the Naval and Maritime History of the Early Republic.
