    Abstract:
    [...] a little history: when Congress enacted welfare reform in 1996 under President Bill Clinton, the legislation required states that contract with outside organizations for social services to consider religious organizations as eligible partners. [...] welfare reform represented a significant achievement for those who wanted to expand the role of religious organizations in publicly funded social service programs.
