Critical infrastructure consists of the basic mechanisms and services essential for a society to function. It must be protected against natural and deliberate damage. These protective efforts should be selected according to careful risk analysis, with consideration of opportunity costs and the interactions between different kinds of investment. For natural threats, there is a large literature that often focuses on the extreme events; for deliberate threats, one must also consider game theory.
