   Abstract:
   The issue of payment differentials or 'cost shifting' is a complex one to analyze and a difficult one to resolve. Its resolution may not be found in specific changes in reimbursement policies but rather in dealing with broad policy issues, such as whether to use greater reliance on market forces or increased regulation to constrain the growth of medical-care costs and the extent to which indigent patients who are not eligible for Medicare and Medicaid are to be served and how such care should be financed.
