   Abstract:
   Examines the origins of cross compliance as an approach to soil conservation policy during the New Deal era to determine reasons for its consideration and subsequent dilution. Explores the evolution of cross compliance over time. Specific attention is given to the use of cross compliance to gain political acceptability and meet legal requirements in order to achieve nonconservation goals.
