   Abstract:
   The problem of controlling phosphorus as it enters Lake Michigan through 53 municipal point sources of pollution in Wisconsin is considered. The policy implemented by Wisconsin's Department of Natural Resources which requires each point source to remove 85 percent of its phosphorus is found to be ineffective. Its water quality objective is not being met. Eighteen alternative solutions are developed and compared. Reasons for the dominance of the two policies are discussed in detail.
