    Abstract:
    The coordinate registration process for over-the-horizon radar is evaluated. The process described converts the group delays and azimuths from a set of multipath target returns to an estimate of its location and employs a statistical model for uncertainties in the ionosphere. The maximum likelihood (ML) function which resulted from modelling down-range parameters achieve greater computational efficiency when approximated by a hidden Markov model (HMM) whose parameters are determined by Monte Carlo execution of a raytracing propagation model. A simulation study suggests that the ML method can potentially achieve average absolute miss distances as much as five times better than conventional coordinate registration technique.
